According to the report, multiple coaches and executives believe that enforcement of COVID-19 rules was uneven.

ESPN also reports that the league is investigating the Packers for how the team has handled COVID-19 protocols at their facilities and during games.
A recent Halloween party that players, including Rodgers, attended is also under investigation.
NFL Network’s Ian Rapoport reported Sunday that both the Packers and Rodgers could face fines for breaking league protocols.
Rodgers would not be suspended, however, if the league decides that he violated the rules.
Rodgers is required to isolate for at least 10 days before he is eligible to play, leaving his status for next week’s game against Seattle in doubt.
The Packers take on Kansas City at 3:25 p.m. Sunday in Missouri.
