35 year old Eric Tillis of Dubuque, was arrested around 12:15 a.m. Tuesday on Hillcrest Road in Dubuque on charges of domestic assault with strangulation, domestic assault, false imprisonment, violation of a no-contact order and two counts of child endangerment.
