Local emergency management officials responded to stranded vehicles, house fires, downed power lines and more Monday afternoon as thunderstorms brought heavy rains and flash flooding to the tri-state area. Portions of the area were under a flash flood warning for much of the afternoon until 9:15 p.m., including Dubuque County and southeastern Delaware County in Iowa and western Jo Daviess County in Illinois. As of 5 p.m. Monday, the National Weather Service reported that between 1.5 and 3.5 inches of rain had fallen across most of the warned area since mid-afternoon. Emergency management officials and the National Weather Service reiterated that motorists should not attempt to drive in flooded areas, nor should pedestrians walk through them.
