A woman has been charged in connection with a fatal crash in Clayton County last year. 63-year-old Susan Steve of Elkport, Iowa, was arrested earlier this month on charges of homicide by vehicle — operating under the influence, serious injury by vehicle, failure to stop in assured clear distance, possession of marijuana and possession of drug paraphernalia. The crash happened at about 11:30 a.m. Oct. 13 on Grandview Road in rural Elkader. Court documents state that 63-year-old Randy McMillin of rural Elkader, was traveling west in a UTV and attempting to turn into a private drive when he was struck from behind by Steve, causing the UTV to overturn. McMillin died in the crash, and his passenger, 61-year-old Mary Ann McMillin was seriously injured. Officials at the scene suspected Steve was under the influence of marijuana, which later was confirmed in a screening of Steve’s blood and urine. Steve’s next court appearance is scheduled for 9:30 a.m. Feb. 11 at the Clayton County Courthouse.
