Police said a Dubuque man sexually abused a minor and provided minors with drugs and alcohol. 31-year-old Jaquille J. Williams of Dubuque was arrested at 11:11 p.m. Thursday at his residence on a warrant charging sexual abuse — continuous sexual abuse of a child, enticing a minor under 16, four counts of lascivious acts with a child, seven counts of sex offender registration violations, six counts of drug distribution violation to a person under 18 and eight counts of supplying alcohol to a person under legal age. Court documents state that Williams sexually abused a girl under the age of 14 on multiple occasions. In multiple instances, Williams consumed alcohol and marijuana with the girl and her friends, who were all under 15 On one occasion, he consumed alcohol and marijuana with the girl and one of her friends and refused to drive them home unless one of them had sex with him.
