Police said a shooting in Dubuque injured a man and led to the arrest of two people. 29-year-old Excell Moore of Dubuque, was transported by private vehicle to UnityPoint Health-Finley Hospital for treatment of non-life-threatening gunshot wounds sustained Sunday, according to court documents. Moore was treated for wounds to a hand and leg. Dubuque Police Department arrest reports state that 19-year-old Domani D. Stephenson of Sherrill, and 20-year-old Davion D. Harris of Dubuque, both were arrested around 6 p.m. Sunday in Sherrill in connection with the incident. Stephenson was arrested on a charge of unauthorized possession of offensive weapons and participation in a riot. Harris was arrested on a charge of participation in a riot. Court documents state that officers responded at approximately 3:45 p.m. Sunday to the 400 block of Rhomberg Avenue for a report of a shooting. They learned that Moore had been taken to the hospital by a bystander and that a group of four individuals had assaulted Moore moments before the shooting. Dubuque Police Department Lt. Luke Bock said investigators have not yet determined what prompted the altercation that led to the shooting.
