The Dubuque City Council voted unanimously to allocate $3.2 million in upgrades and repairs to the Water Resource & Recovery Center on Julien Dubuque Drive. The city has a phased plan to replace obsolete industrial controls. This first phase focuses on two buildings, including the building where an explosion last December caused about $3.5 million in damage. Bids will go out this month and the council is expected to award a contract on Nov. 3. The estimate for the construction is about $3 million. Most of the funding will come from sewer fees and state loans, but the city did recover almost $1 million in insurance claims to replace the controls from the explosion.
