Police said a man struck and seriously injured another man with a broken bottle during a disturbance at a Dubuque restaurant. 60-year-old Colin B. Elson of Baudette, Minn., was arrested Monday evening in the 3100 block of Dodge Street on charges of willful injury-causing serious injury and public intoxication. Court documents state that Elson was involved in a disturbance with 54-year-old Landon L. Loepker of Carlyle, Ill., at Old Chicago. Arriving officers observed a large amount of blood splattered on the floor and bar.. Loepker was “bleeding profusely from his eye” and he was transported by ambulance to MercyOne Dubuque Medical Center for treatment of serious injuries to his eye, head and left forearm. According to documents, Loepker required surgery to treat the injury to his right eye. Elson sustained a small cut to his right hand during the disturbance. Loepker told police that Elson broke a glass bottle on the bar and swung it at him.
