Police said a Dubuque toddler tested positive for methamphetamine after a woman used the drug in the presence of the child. 34-year-old Molly A. Manemann of Dubuque was arrested at 10 a.m. Friday at Dubuque County Courthouse on a warrant charging child endangerment. Court documents state that Iowa Department of Health and Human Services began investigating Manemann in September. Manemann admitted to the drug use after a positive test for methamphetamine on Oct. 6 but stated she had only used the drug “a handful of times.” There were no signs of drug use at the residence during a home visit by child protection workers. However, the child tested positive for methamphetamine later in October. Manemann told child protection workers she “never used methamphetamine” in front of the child and that the drug use “would have to have been from someone else.”
