A Prairie du Chien police officer resigned in November while under investigation for alleged misconduct that included improperly deactivating his body camera and mishandling confidential informant information. Officer Dwight Kussmaul was placed on paid administrative leave October 21 following an investigation that began October 17 with an anonymous CrimeStoppers tip. According to an internal summary released by Police Chief Kyle Teynor, investigators were examining whether Kussmaul violated six specific department policies and expectations of conduct. The most serious allegations centered on his use of department equipment and handling of sensitive information. Investigators found evidence suggesting Kussmaul deactivated his body camera in violation of department policy. The investigation also identified potential violations related to evidence collection procedures and the department’s K9 unit policies. Kussmaul resigned November 18, before the internal investigation could reach formal findings or conclusions, ending the internal investigation since the department cannot take formal disciplinary action against former employees. While the internal investigation has concluded, a separate criminal investigation continues. On request of Chief Teynor, the Platteville Police Department is reviewing the actions and circumstances to determine if any criminal acts were committed.
