Forecasters have issued a wind chill advisory for Tuesday for an area that includes the tri-state area, reporting that wind chill values could dip to 20 to 30 degrees below zero as temperatures plunge and winds increase. According to the National Weather Service, the advisory period begins tonight. It will conclude at noon Tuesday in Clayton County in Iowa; and Crawford, Grant, Iowa and Lafayette counties in Wisconsin. It will conclude at 6 p.m. Tuesday for Delaware, Dubuque, Jackson and Jones counties in Iowa and Jo Daviess County in Illinois. The high temperature for the area is expected to reach only 3 degrees Tuesday, with northwest winds of 10 to 15 mph and gusts as high as 20 mph. Frostbite can occur on exposed skin in as little as 30 minutes under such conditions.
