Police said a Dubuque man sexually assaulted a girl under the age of 17 multiple times during the course of a decade. 40 year old Armon Kattil, of Dubuque, was arrested at 12:30 p.m. Tuesday at Dubuque Law Enforcement Center on a warrant charging third-degree sexual abuse.
