Police said a man sexually abused a girl younger than 15 in Dubuque. 21-year-old Mario Ordonez-Gabriel of Dubuque was arrested at 9:25 a.m. Tuesday at his residence on a warrant charging third-degree sexual abuse. Court documents state that authorities began investigating Ordonez-Gabriel on Dec. 11.
