Police said a Wisconsin man withdrew tens of thousands of dollars from a bank account of a person with dementia living in Dubuque. 58-year-old Kenneth P. Klaas of Sun Prairie was arrested at 7:10 a.m. Tuesday at Dubuque Law Enforcement Center on a warrant charging first-degree theft, financial exploitation of an older individual-over $10,000 and dependent adult abuse-financial exploitation by a caretaker. Court documents state that police began investigating Klaas on Oct. 13, 2023, following a report of financial exploitation. An investigation of financial records indicated that Klaas had drawn checks from an account belonging to a person with dementia between Dec. 1, 2023, and Jan. 16, 2024. The total loss was $37,746.
