Police said a man exposed himself in front of two children at a Dubuque establishment. 19-year-old Nathanael L. Harris of Dubuque was arrested at 8:50 p.m. Thursday in the 300 block of West 11th Street on a charge of indecent exposure and two counts of first-degree harassment. Court documents state that two children were with their parents at a Dubuque business Thursday when Harris unbuttoned his pants and exposed himself while making eye contact with the children.
