Sex offender moving into Lancaster

The Lancaster Police Department is advising the public of a sex offender moving into the area. On Sunday, August 10, Timothy Howen will be residing in Lancaster and living in the 300 block of W. Elm St in a temporary living placement for approximately 60 days. Howen will have a GPS monitor and be on the sex offender registry for life. Howen is not allowed unsupervised contact with minors, internet use, drug use, and he will have a curfew. Howen was previously convicted of 3rd degree sexual abuse, battery by a prisoner, criminal damage to property, and disorderly conduct/domestic abuse.
