The merger between the Canadian Pacific and Kansas City Southern railroads has increased train traffic through downtown Dubuque. By 2027, the number of trains passing through the city is expected to double from nine trains per day to 18. Dubuque City Council members are slated to review an application at their Monday, Feb. 19, meeting for a $25 million federal grant that could help mitigate delays. With council approval, the city would apply for a Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant. At its Feb. 5 meeting, the council voted to hire AECOM Technical Services to provide preliminary design work for the project, supported with funds from a previous $2.28 million RAISE grant. The major component of the proposal is construction of an overpass at the intersection of Elm and 14th streets above the tracks.
