Police said a man threatened a woman with a baton and pulled a seat belt around her neck during a disturbance in Dubuque. 32-year-old Queinson Potter of Dubuque was arrested at 2:12 p.m. Saturday at his residence on charges of willful injury, assault while displaying a dangerous weapon, false imprisonment, first-degree harassment and third-degree criminal mischief. Court documents state that Potter assaulted a woman he knew in a vehicle after he struck and damaged the vehicle with a baton. Potter assaulted the woman while she drove.
