On Monday at approximately 3:17pm, Dubuque Police and Dubuque Fire Departments responded to Pennsylvania Avenue and the Northwest Arterial for a two-vehicle collision with injuries. A white sedan, being operated by 65-year-old Tamara Hultquist of Muscatine, was driving eastbound on Pennsylvania continuing eastbound through the intersection. A black sedan, operated by 33-year-old Jayme Hulsey of Dubuque, was traveling westbound on Pennsylvania Avenue and attempting to make a left turn southbound onto the Northwest Arterial. Both vehicles were proceeding through yellow lights at the time of the collision. Investigation revealed a 5-year-old passenger in Hultquist’s vehicle was not properly buckled in the back seat of the vehicle, causing the child to sustain serious injury as a result of the collision. The child was transported by Dubuque Fire to Finley hospital and was later air lifted to University of Iowa Hospital for additional treatment. Further investigation revealed Hulsey to be impaired. She was charged with Operating While Intoxicated, Possession of a Controlled Substance, and traffic law violations. This investigation is still ongoing.
