Dubuque man arrested for 3rd OWI

Police said an intoxicated driver was taken to a hospital following a crash last week involving two parked cars. 36-year-old Derek L. Spencer of Dubuque, was transported by ambulance to UnityPoint Health-Finley Hospital for treatment of his injuries. A Dubuque Police Department crash report states that Spencer was partially driving in the parking lane in the 500 block of West Locust Street at 6:27 p.m. on Dec. 23, when his vehicle struck the rear of one parked vehicle and then continued traveling and struck the rear of a second parked vehicle. Spencer was arrested on charges of third-offense operating while intoxicated and operating a vehicle without the owner’s consent and cited with open container, failure to maintain control and no valid driver’s license.
