Police said a man threatened another with a 23-inch-long machete during a Dubuque disturbance in which two people were arrested. 50-year-old Lionel Stampley was arrested at 8:14 p.m. Saturday in the 1400 block of Washington Street on charges of assault while displaying a dangerous weapon, first-degree harassment, possession of a dangerous weapon while under the influence, possession of drug paraphernalia and public intoxication. 61-year-old Marvin L. McDowell was arrested at 8:18 p.m. in the 1400 block of Washington Street on charges of assault and fifth-degree criminal mischief. Court documents state that Stampley and McDowell were involved in a disturbance in the 1400 block of Washington Street at approximately 7:35 p.m. Saturday when Stampley pulled from a bag a 23-inch-long machete with a 5-inch-long black handle and an 18-inch-long blade. City of Dubuque traffic camera footage shows Stampley with the knife and also shows McDowell punching Stampley.
