The Dubuque City Council voted, 7-0, to approve a request for proposal for Five Flags Civic Center operations management services. The Five Flags Civic Center has been privately managed by ASM Global or its predecessor group, Spectator Management Group, since 2004. Officials said the new contracting process is designed to help improve profitability and ensure that the facility has the best management team it can. Bids are due by Feb. 13 and the City Council will approve a contract in April to begin in July.
