A Dubuque man has been sentenced to 15 years in prison for sexually assaulting a girl under the age of 13. 18-year-old Kyle W. Balk recently received the sentence in Iowa District Court of Dubuque County after pleading guilty to charges of third-degree sexual abuse, lascivious acts with a child, purchase/possession of a depiction of a minor in a sex act, tampering with a witness and interference with official acts. As part of a plea deal approved by Senior Judge James Coil, a charge of second-degree sexual abuse was dismissed. Court documents state that Balk repeatedly sexually assaulted a child younger than 13 last year in Dubuque. The victim also reported being sexually assaulted by two other men. Also charged in the case is 18-year-old David Anderson, of East Dubuque, Ill. He is charged with second-degree sexual abuse and third-degree sexual abuse and has pleaded not guilty.
