Authorities in Richland County say a 64-year-old sex offender will be released to live in the county. According to the Richland County sheriff’s office, Richard Sugden will reside in Marshall Township. He was previously convicted on charges of rape and 1st-degree sexual assault in connection to incidents that happened in 1976 and 1977. A report shows Sugden was released from prison last spring and has been approved to live in Richland County – where his prior offenses occurred. Conditions of his supervised release include house arrest with GPS monitoring. Officials remind residents this notification isn’t intended to increase fear – but rather, that an informed public is a safer public.
