The Dubuque Law Enforcement Center is changing its open-lobby policy to deter homeless individuals from sleeping there. According to a press release, the inner lobby doors of the building will now be locked from 4:30 p.m. to 8 a.m., and the outer lobby doors adjacent to the sidewalk will be locked from 6 p.m. to 8 a.m. To access the center after regular business hours, individuals can now use a call button and dispatch will unlock the doors. The decision to lock the doors is in response to individuals congregating in the lobby area and leaving trash and belongings behind.
